It is quite possible that I have missed a very obvious link somewhere but I have a friend who wants to join the club but I cannot find link anywhere. Cannot even remember how I signed up for the first time either. Does it only open at a certain date or can new memberships and renewals be made at any time?

Membership of the club is restricted to opening after membership of Cycling Ireland. CI usually aim for the start of November, but sometimes there are delays - for example, if the membership process is changed at the AGM.
There will be a prominent notice on the front page when membership is open for the 2016 season.
